Ah.... See, you have to look at it upside down. It is a Harley Davidson shield logo with flames coming off the top. It was obviously done by the guy who it's on. What he intended to eventually put in the flame is anybodies guess. But my vote is for a knee shaped skull.
It's the magical belt of some wizard (yet to be drawn) with the sacred onions hanging from the side, used only in special rituals. Or dead, partially plucked chickens. I cant' tell.
