I can see how this happened, he started with some tribal swirling thingy, and noticed that he gets attention "nice tat ! (douchbag)" . So he thought "Hmm, they seem to like me... maybe I will tat rest of my face with some random shit .... and heey ... maybe one day I will get laid" .

I read something about this guy once, and I think the reasoning behind the Blues Clues & Rugrats tattoos was, he had relatives that were toddlers, and he didn't want them to be scared of him and his other face tattoos.
Clearly he didn't take into consideration that they'll eventually grow up...yeesh.
That Rugrats tattoo really complements that turtle ass on his forehead. Nice job!
